Yes, decreases in wagering limit amounts and new wagering limit requests will come into effect immediately. Increases of existing limits will be subject to a cool down (a daily limit increase will take a day to go into effect, and a weekly limit increase will take a week to go into effect).
You can view/update your limits by selecting the menu -> play limit -> selecting the corresponding RG limit.
